Gina M Nagano

CEO, Founder & Community Safety Specialist
Tr’ondëk Hwëch’in First Nation, Dawson City, Yukon

Western approaches to mitigating the effects of fractured indigenous communities have been an abject failure.

To date, interventions by governments at all levels into these communities have either focused exclusively on economic development as the path to healing through classic capitalist approaches to increasing wealth, and ostensibly social capital; or, taken a western and punitive approach to the criminal, and secondary effects of deeply traumatized and fractured individuals. More often than not, both approaches coincide: significant funding dollars are allocated to encouraging economic opportunities within these remote areas, while legal enforcement agencies are dispatched to maintain some semblance of order within the community.

Increasing economic opportunities within remote, northern or Indigenous communities, to positively impact markers of community wellness, is a priority; however, attempting to accomplish this before addressing the social and cultural context of the community is premature, and akin to building a home without a foundation. House of Wolf & Associates helps to build that foundation.

Gina is a Tr’ondëk Hwëch’in First Nation Beneficiary & Citizen; she is of the Wolf Clan from Dawson and presently resides in Whitehorse, Yukon. She retired from her first career as a Sergeant after serving 21 years of loyal service with the Royal Canadian Mounted Police. She has a diverse background in policing and served as operational and administrational police officer within the RCMP and within many Aboriginal Communities in Canada as a Community Safety Specialist.

Gina firmly believes her experience working with community safety and security initiative implementations, and other programs/services linked to justice including criminal justice, family and child welfare, community and land based healing, restorative justice principles, administration of justice negotiations and practices, is an asset towards building community wellness and safety for all Canadian citizens.

Her knowledge of Indigenous People’s history with the formal justice system, residential and child welfare systems and familiarity with First Nation history, culture, goals and aspirations is her strength and passion.

Gina is a Tr’ondëk Hwëch’in First Nation Citizen; she is of the Wolf Clan from Dawson City, Yukon Territory. Prior to becoming an entrepreneur, Gina retired from her first career as a Sergeant after serving 21 years with the Royal Canadian Mounted Police (RCMP). She is the President and owner of three Yukon businesses, House of Wolf & Associates Inc., First Peoples Coffee & Ravenshield Studio. Gina is also the President and Co-owner of Tr’ochëk Energy Inc., and is an entrepreneur at heart with a deep passion for community economic development.

She is currently the treasurer for her First Nation Community Development Corporation (Tr’ondëk Hwëch’in First Nation) and has sat on the following boards and committees: Chair for Yukon Housing Corporation, Chair for Tr’ochek Limited Partnership, Chair for Yukon Legal Service Society Yukon, Public Member for Cross Cultural Round Table of National Security, past president of Youth of Today’s Society, Board Committee member for Judicial Advisory Committee for Yukon Territorial Court & Yukon Supreme Court. Gina was recently appointed as an Independent Advisory Board member for Yukon Territory for Supreme Court of Canada Judge appointments, past Chair Board of Director for Chief Isaac Incorporated, past Public Executive for Law Society of Yukon, Board of Director with Yukon Housing Corporation & Yukon Energy Corporation.

Gina is currently working on completing her MBA in Community Economic Development through Cape Breton University.

Una Gair

COO, House of Wolf & Associates

Una Gair is a nationally recognized public safety expert, specializing in Indigenous led justice infrastructure, correctional rehabilitation, and training development. A 2024 recipient of the National Public Safety Award, a House of Wolf 2021 honouree of the Arctic Inspiration Prize Award, and a 2x Federal Public Safety Excellence Honouree, she has cemented herself as a recognized expert and authority in the public safety space. As COO of House of Wolf & Associates Inc., she leads the firm’s research, program implementation, and training initiatives, ensuring that Indigenous governance, justice reform, and public safety interventions are evidence-based, trauma-informed, and practical for frontline application.

With over 15 years of experience in federal correctional programming, public safety policy, Indigenous social justice infrastructure, and high-risk intervention, Una has played a pivotal role in designing curriculum and delivering training programs for justice professionals.  Her work has supported:

  • Developing complex staff training, such as the Structured Intervention Unit (SIU) Training Development – Ensuring frontline staff across multiple disciplines/backgrounds and with diverse learning needs were equipped with best practices in working with justice-involved individuals in complex correctional environments, particularly in high-risk and culturally specific contexts.
  • Developing end-user interventions, such as the Mental Wellness & Cultural Resiliency Satellite Programs; Strong Roots & Sturdy Minds Psychoeducational Intervention; 200 Hour Daytox Substance Use Treatment – Designing and implementing psychoeducational models that integrate Indigenous knowledge with Western therapeutic intervention strategies for a variety of vulnerable and justice involved populations, including facilitator training and materials to ensure continuity in program integrity.

  • Curriculum Development & Implementation – Identifying, designing, and leading the creation of frontline Indigenous public safety staff training, including scenario-based learning and trauma-informed response strategies tailored to related Indigenous community safety initiatives.

  • Legislative & Policy Consultation – Providing expert analysis and consultation on UNDRIP implementation, BC Police Act Reform, and CCJS reform on police identified ethnicity statistics; enshrining mental health protection for federal public safety staff in GECA, correctional policy development at the federal level; and drafting self-governing First Nations justice legislation, policy, and bylaws.
  • Community-Based Research & Risk Analysis – Conducting mixed methods analysis of community narratives and related quantifiable indicators to shape evidence-driven justice policy, including landmark studies on safety, risk, and systemic barriers in Indigenous communities.

Una holds degrees in Criminology & Psychology (SFU) and is completing an MA in Clinical Psychology, specializing in mental health intervention and research for justice-involved individuals and Indigenous-led engagement models. Her expertise in rehabilitation, risk management, and training development ensures that justice-sector professionals and policymakers have the tools to create meaningful, systemic change in Indigenous justice and public safety.

Darcy Marcotte

Community Safety Officer Program Implementation Lead

First Nation’s Community Safety Officer(CSO) Program. Working alongside House of Wolf, Darcy supported the development and implementation of the CSO program, which launched in 2019. This program successfully supported the community in increased levels of safety and wellbeing, working in collaboration and partnership with local businesses and community organizations, the RCMP, and Selkirk First Nation.

Darcy has an extensive background in Operations Management, with experiences that include working as the Capital Director for Selkirk First Nation, managing the water plant and bulk water delivery for the Nation, working with Pelly Construction as a large truck operator for the Minto Mine, and many years in recreational coordination and maintenance. Darcy has spent decades volunteering in the community in a broad diversity of roles, including work with the volunteer fire department in Pelly Crossing, coordination for the Junior Ranger Program, and as an EMR certified Ambulance attendant. Darcy is dedicated to supporting projects and programs that build safe, healthy and vibrant communities, with a focus on youth empowerment and inclusion.

Director, Communications & Development

Lana Selbee is a specialist in strategic communications, organizational development, and impact-driven program implementation with a deep commitment to Indigenous governance, community safety, and justice reform. She has extensive experience in public sector communications, stakeholder engagement, and funding development, ensuring that community-led initiatives are well-resourced, sustainable, and effectively positioned for long-term success. Before joining House of Wolf, Lana served as Executive Director of Yukonstruct, where she led a multi-year expansion, securing over $5 million in grant funding and corporate sponsorships while developing programming focused on economic empowerment, Indigenous entrepreneurship, and capacity building. She also has experience in government communications and policy, supporting ministers in public engagement, media strategy, and legislative messaging.

At House of Wolf & Associates, Lana leads project and budget management, strategic partnerships, funding acquisition, and advocacy efforts, ensuring that Indigenous-led safety and justice initiatives are supported, amplified, and embedded in systemic change. She specializes in navigating complex policy landscapes, securing resources for community-driven programs, and ensuring that safety and justice frameworks remain accountable to the people they serve. Lana holds an MBA in Community Economic Development (Cape Breton University) and a Community Economic Development Certificate (SFU).
