Tracy McPhee was elected to the Yukon Legislative Assembly in 2016 and re-elected in 2021. She is the Yukon’s Deputy Premier, Attorney General, Minister of Justice, Minister of Health & Social Services and the MLA for Riverdale South.

Tracy McPhee was elected to the Yukon Legislative Assembly in 2016 and re-elected in 2021. She is the Yukon’s Deputy Premier, Attorney General, Minister of Justice, Minister of Health & Social Services and the MLA for Riverdale South. 

Prior to her election, Tracy was a senior legal practitioner, educator and consultant. She was the Ombudsman and Information and Privacy Commissioner (2007-2012) and worked on the development of the Domestic Violence Treatment Court (2001-2004). 

Tracy has held senior positions with the Federation of Law Societies, Law Society of Yukon, Maddison Chair in Northern Justice, Yukon Law Foundation and the Canadian Bar Association, both locally and nationally. 

   

In 2002, Tracy became the first female President of the Yukon Law Society. In 2006, she became the President of the Canadian Federation of Law Societies that regulates more than 90,000 Canadian lawyers and notaries. As the first northerner to serve in that position, she was instrumental in reaching the Northern Mobility Agreement. 

She has a Bachelor of Arts (1983), a Bachelor of Education (1984) and an L.L.B. from Dalhousie University Law School (1990).

Dave Joe, O.C., is the Yukon’s first Indigenous lawyer, called to the Yukon Bar in 1977.  Mr. Joe was involved in the land claim movement in Yukon prior to and after his call to the Bar. In 1973, he was involved when Yukon First Nations convinced then Prime Minister Pierre Trudeau and then Indian Affairs Minister Jean Chretien to negotiat

Dave Joe, O.C., is the Yukon’s first Indigenous lawyer, called to the Yukon Bar in 1977.  Mr. Joe was involved in the land claim movement in Yukon prior to and after his call to the Bar. In 1973, he was involved when Yukon First Nations convinced then Prime Minister Pierre Trudeau and then Indian Affairs Minister Jean Chretien to negotiate a modern-day treaty with Yukon First Nations. Mr. Joe was still involved 22 years later when the first four Yukon First Nations’ Final Agreements became part of the Canadian Constitution on February 14, 1995.  Today, the recognition and implementation of aboriginal rights, titles and interests are still the main focus of his law practice in Yukon and British Columbia. 

Mr. Joe was named an Officer of the Order of Canada in 2008 “for his leadership in building stronger communities … and in negotiating final land claim agreements for several Yukon First Nations.” He was born in Klukshu, Yukon, and is of Southern Tutchone descent and is a Citizen of the Champagne and Aishihik First Nations.

Gayle Bedard is Tsimshian from the First Nations community of Lax Kw’Alaams (Port Simpson). She was born, raised and educated on the First Nations reserve kindergarten to grade 10, and then transferred to Prince Rupert for the remainder of her high school years. She received her Bachelor of Education Degree in 1984 and her Masters of Education Degree in 1998 from the University of British Columbia. Gayle received her second Master of Art Degree (Conflict Analysis and Management) from Royal Roads University, Victoria, B.C. in 2015.


Gayle has 30 plus years of education experience in elementary and secondary, kindergarten to grade 12. Her last 19 years have been in administrative and or management roles, providing leadership and positive role modeling to Indigenous students, parents, colleagues, teachers and community members. She currently works for the Council of Ministers Education Canada (CMEC) as the Indigenous Coordinator.

In 2020, Jeanie married her best friend Rick McLean, the former Chief of the Tahltan Band Council in Telegraph Creek, B.C, for 10 years. 

Elected in 2016, the Hon. Ms. McLean previously served as the Minister of Tourism and Culture and the Minister responsible for both the Women’s Directorate and the Yukon Workers Compensation, Health and Safety Board. Currently. Currently, she is the Minister of Education and the Minister responsible for the Women and Gender Equity Directorate. 

She co-chairs the Yukon Advisory Committee on Missing and Murdered Indigenous Women and Girls and 2 Spirit+ Individuals and has been instrumental in a Yukon-wide response to the final report of the national Inquiry into MMIWG.

Tosh Southwick, belongs to the wolf moiety and is a Citizen of Kluane First Nation. She grew up in a small northern community and is the mother to three children and the auntie to many more. She has worked with Yukon First Nations most of her career and in many different capacities. Tosh is a co-owner of IRP consulting. An indigenous firm that seeks to inspire reconciliation potential across sectors and support Indigenous self-determination. In her previous role as the Associate Vice President of Indigenous Engagement and Reconciliation at Yukon University Tosh oversaw the integration of First Nation ways of knowing and doing throughout the institution. During her 12 years there she worked with her team to ensure that Yukon University was meeting the education and training needs of the 14 Yukon First Nations. Tosh is a trained facilitator and knowledge sharer. She has worked with organizations across sectors to build and deliver relevant and culturally appropriate workshops and creating safe spaces to explore complex topics. Tosh has worked in Governance, Education, Human Resources and Health for various First Nation Governments and organizations. She has also served as youth councilor and Deputy Chief for her First Nation. Tosh acquired her B.A. with honors in Psychology from the University of Victoria and completed a Master’s in Education with the University of British Columbia.
